A seasoned public works professional with over 20 years of experience in municipal government, David has a proven track record in managing complex infrastructure projects, including street paving, bridge construction, and concrete work. As a graduate of Texas A&M-Kingsville, David has contributed significantly to the field and is a founding member of RxDX.
Ruben Pena Jr.
A multi-faceted professional with over 20 years of experience in refinery and process technology, Ruben has a deep understanding of heavy equipment sales, rentals, operations, financing, and project management. In addition to being a founding member of RxDX, Ruben has a passion for education and previously served as a professor at Del Mar Process Technology.
Tom Winfrey
Tom Winfrey, Project Manager, brings an exceptional 45 years of hands-on experience in commercial and residential construction. A proven leader in general contracting and heavy construction, Tom's journey began with building his first house at age 21. His professional depth includes significant roles at Barcom Construction and a 12-year tenure building HEBs. Tom is ready to drive superior project execution.
